Job Summary

In support of the Enterprise Machine Learning Analytics and Persistent Services (eMAPS) US Government Program, the Project Manager II position will provide project management for various implementation and lifecycle projects. The Project Manager is primarily responsible for the implementation and lifecycle management of voice and data networks to include acting as a customer liaison, project planning, project scheduling, resource management, risk management, change management, project reporting and project quality assurance.

Project Manager II is a subject matter expert in many of the functional program activities (e.g. operational support systems, customer service, reporting, inventory, ordering, billing, etc.). The Lead Project Manager works with the development teams to develop cost-effective solutions based on the Government’s requirements, intentions and expectations. The Lead Project Manager is directly responsible for assisting in the management of PMO functions of quality assurance, performance reporting, project scheduling, change management and project management.

Job Description

  • Provide leadership in a matrixed, cross functional team to implement complex solutions
  • Manage complex network implementations and on-going management for both domestic and international voice and data networks
  • Ensure timely and accurate delivery of all required monthly, quarterly, semi-annual and annual deliverables (including required meetings) for both internal and external customers
  • Assists in training and making presentations both internally and to Government customers for Operational Support
  • Initiate change management reviews and contract modifications, and identify requirements for product and IT development


  • Knowledge of Federal Government process and procedures
  • Possesses and has demonstrated strong, effective leadership skills
  • Builds and maintains excellent customer relationships, especially with the contracting officer’s technical representative (COTR) and senior management
  • Federal government support systems knowledge is a must – at least 5 years minimum
  • Three years managing Federal telecommunications and IT projects
  • Work in a fast-paced, multi-task, stressful environment
  • Experience working in Agile and Dev Ops environments a plus


  • BS in Business Administration or related field or equivalent experience:  At least 5 to 8 years of experience
  • PMP/PMI certification is highly desirable
  • ITIL Foundations Certification desirable
  • Six Sigma and Lean Six Sigma training a plus


  • CLEARANCE: Current TS/SCI eligibility at time of application; Single Scope Background Investigation (SSBI) or Single Scope Background Investigation Periodic Review (SSBI-PR) within the last five years that was favorably adjudicated
  • Have no break, greater than 24 months, in military service, Federal civilian employment, or access to classified information under the Industrial Security Program
  • TRAVEL: Some local travel will be required; ~5% CONUS travel
  • Telecommunications Project Management experience a must
  • Ability to lead, create and manage complex projects and develop project plans, project schedules
  • Ability to create and present project status briefings to senior staff
  • Ability to create and matrix-manage various functional teams
