Job Summary

  • The RCA Manager position is responsible for contracts ownership (creating, negotiating, and maintenance) of all Network Engineering, Installation, and Outside Plant Construction Contracts to support the Global Operations.
  • Responsible for all phases in contract bidding, negotiation and approval of engineering, installation and construction contracts through the BidMaster System.
  • Interprets awarded contracts for Installation, Engineering and Construction specialty contracts for fiscal, engineering, construction and operational control.     
  • Interfaces and provides direction, guidance and support to the Global Planning, Engineering, and Construction and Operations teams for all contract activity related to the outsourcing process. 

Job Description

  • Project leadership critical in managing the priorities of projects in relation to resources, processes, timeliness and the ability to multi-task competing projects. 
  • Developing new processes, providing analysis, direction and guidance for Engineering, Construction, Accounting, Regulatory, Tax, Supply Chain, Sourcing, Material Governance Team, Risk Management, Legal, Operations and our Suppliers.
  • Performs analysis to determine present and future trends for Network contracts for FCC requests, union negotiations, executive reporting, governmental and regional reporting.
  • Develop, implement and manage all Installation, Construction and Engineering Contracts for Global Operations amounting to approx annually.
  • Develop, test, and train all enhancements for BidMaster.
  • Develop, implement and conduct all Scorecard activities and coordination with Suppliers, Operations, Engineering, Network Financial analytics and Web Focus teams.
  • Research major and minor material for unit activity in BidMaster in conjunction with Standards and Manufacturers direction. 
  • Ensure contractors are compensated appropriately for major/minor materials. Research unit request for correct application descriptions and implement unit codes in BidMaster.      
  • Other duties as assigned



  • Bachelor's degree and 5 years' experience in accounting/book keeping - preferably for a construction, engineering, and/or telecommunication related field.   
  • Understanding of utility accounting practices.  
  • Contract law and contract negotiation skills. 
  • Background/experience in a data orientation, analytical and decision-making role    
  • Demonstrated ability to perform cost analysis on engineering and/or construction related work orders and projects.                       
  • Ability to lead calls and communicate developed training material or other critical deliverables.
  • Knowledgeable in all aspects of R.U.S. contract policies and procedures.
  • Working knowledge/experience of engineering support systems and highly skilled in Microsoft PC applications such as Word, Excel (advanced), PowerPoint, Access and MS Project
  • Ability to prepare Training Collateral and train employees or contractors in all aspects of contract administration, unit definitions


  • Knowledgeable of CenturyLink Systems; SAP, Fireworks, BidMaster, JDS, WFMT, NDS, CLM, & APO
  • Basic knowledge of MS Office Suite applications.
  • Experience in Outside plant engineering and construction.
  • Experience in Inside plant engineering and construction.
  • Understanding of engineering and construction logistics. 


Bachelors or Equivalent in Accounting
